The Sheriff announced that a black was arrested in San Bernadino, Calif. and will be charged with first-degree murder in a 16-year-old case. 39-year-old Herman Frazier was arrested in connection with March 1990 murder of Tammy Laine Bowers, then a 18-year-old Dutchtown resident. Bowers was kidnapped while using a pay phone at a local convenience store the night of March 7, 1990. Her body was then found bludgeoned, raped and murdered the next day, which was also her birthday
